How complete / production ready does the submission have to be?

Is the submission being judged for completion?

Given it's a hackathon is it enough that the product is able to demo the core functionality working - with a beta app/website link or does the entire product need to be production ready and released to the app stores?

There's additional overhead in meeting Apple/Google's minimum requirements for releasing the app to the app store in production.
